Далее я хочу доложить о партийных курсах в соответствии с решением Пленума ЦК, о некотором решении в Политбюро, которое было принято. У меня есть некоторая осведомленность в этом деле, так как я являюсь председателем комиссии ЦК по переподготовке кадров.

В отношении курсов для секретарей парткомов мы внесли поправку и Политбюро приняло эту поправку. Тут была инициатива тов.Сталина насчет того, чтобы расширить курс обучения для секретарей парткомов и вместо 4-х месяцев, как установил Пленум ЦК, ввести 6 месяцев обучения. Когда мы прикинули программу в 4 месяца, то очень большая гонка получается, для парторганизаторов нужно очень большой курс иметь.

Какие предметы мы решили ввести? Историю СССР, историю ВКП (б), полит.экономию, географию, на чем очень многие настаивают и еще один предмет, значение которого будет понятно для вас, когда прочитаю как он называется: «Наставление о мерах борьбы с иностранным шпионажем и диверсией».

Всё дело сводится к тому, чтобы наши коммунисты были вооружены знанием того, какими методами шпионажа, диверсии и разведки действует враг.

Самая большая трудность у нас будет в выработке учебников, потому что наши историки и теоретики оказались настолько несостоятельными, что нам для партийных курсов почти по всем предметам приходится писать учебники заново. Это указывает на ту отсталость теоретического фронта, которая является вопиющей. Это первый вопрос относительно подготовки партийных кадров.

Now I would like to report on the party courses in accordance with the decision of the Plenum of the Central Committee and on a decision that was adopted by the Politburo. I am fairly well versed in this matter, since I am the chairman of the Central Committee’s commission on the retraining of cadres.

Regarding the courses for the secretaries of party committees we made a correction and the Politburo accepted this correction. This was an initiative of Cde. Stalin to expand the training course for the secretaries of party committees and change the four months that were established by the Plenum of the Central Committee to six months of training. When we set the program at four months, it became a very big rush; party organizers must have a very big course.

What subjects did we decide to introduce. The history of the USSR, the history of the VKP(b), political economy, geography, on which a great many people are insisting, and another subject whose importance will be clear to you when I read what it is called: “Instruction on measures for combating foreign espionage and sabotage.”

The whole idea boils down to the fact that our Communists must be armed with knowledge of what methods of espionage, sabotage and intelligence-gathering the enemy is using.

Our greatest difficulty will be in producing textbooks, because our historians and theoreticians have proved to be so inept that we have to write the textbooks from scratch in almost all the subjects for the party courses. This points to a backwardness on the theoretical front that is outrageous. This is the primary issue regarding the training of party cadres.
