<<Politburo resolution “On Organizing Advanced Courses for Party Cadres.” 16 April 1937. >> <<Notation: Lower right-hand corner 16.8. >> <<Typescript. Extract from Politburo minutes>> I. – Re the organization of advanced courses for party cadres, pursuant to the resolution of the last CC Plenum based on item 4 of the plenum agenda (Cdes. Stetsky, Yakovlev, Zhdanov, Ugarov, Malenkov, Khrushchev, N. N. Popov, Knorin, Tal, Mekhlis). a) for purposes of the preliminary preparation of the matter of organizing advanced courses for party cadres, above all secretaries of party committees and secretaries of raion committees, a commission is to be established, consisting of Cdes. Zhdanov (chairman), Stetsky, Malenkov, Yakovlev, Akulov, Gamarnik, Tal, Khrushchev, N. N. Popov, Ugarov, Knorin, Pospelov, Yaroslavsky, Rubinshtein and Mekhlis. The commission is instructed to prepare, on the basis of an exchange of views, a draft resolution of the Politburo and to submit the first report in 10 days. <<Zelenov: The draft resolution “On the Implementation of the Decisions of the Plenum of the VKP(b) Central Committee on the Instruction and Advanced Training of Party Cadres,” signed by G. Malenkov, head of the CC Department of Leading Party Bodies, was extremely detailed. It provided for the creation of three courses at different levels: a) “Party Courses” (in oblasts, krais and republics); b) “Leninist Courses” (in a number of large cities) and c) “Courses on the History and Politics of the Party under the VKP(b) Central Committee” in Moscow, which were to open on 15 June 1937. The Secretariat of the Central Committee was to proceed on this basis to draw up and submit on 1 May 1937 for Politburo approval academic plans and the list of instructors in the “Party Courses,” “Leninist Courses” and the “Courses on the History and Politics of the Party under the VKP(b) Central Committee.” (See f. 17, op. 114, d. 800, l. 3-5 – doc.
