As of yesterday, I have temporarily assumed all of the functions that the arrested Moskvin was to have performed as a member of the ECCI secretariat (directorship of the liaison service, supervision of management of affairs, settlement of financial matters).

However, this will be beyond my capacity to sustain for any prolonged period.

It would be essential to replenish the VKP(b) delegation to the ECCI with a suitable comrade to whom this work could be commissioned. All the more so since the arrested enemy of the people undoubtedly did a great deal of damage in the ECCI apparatus, which must now be remedied and restructured immediately, without halting current operations.

I urgently request your cooperation in rapidly appointing such a comrade.
