Despite the repeated orders issued by the head of the administration and myself regarding the struggle to prevent escapes, a growing number of escapes in the eastern section demonstrates that there has been no radical change in connection with this issue, which is proved by the following figures: 305 people escaped, and 130 have been apprehended over twenty days in June.

This reveals the lack of any chekist prophylactic measures. […] Besides, technical staff of the camp population (including foremen) have not been mobilized to contain escapees. Foremen still do not know their teams and feel no responsibility for the escape of their members. The large number of unescorted escapees shows that the required pass regulation is violated. […] Newly arriving prisoners are not properly searched. The camp administration grants personal visits indiscriminately. As a result, many prisoners have the opportunity to obtain the necessary documents for escape. […] As a rule, the chekist agent network and the VOKhR [armed guards] learn about this or that escape two–three days later, which hampers us in taking adequate countermeasures. […]
