From prisoner Turdy Impaliev, Dmitlag, third section, town of Tabar.

I herewith inform the committee that in the third section in Tabar there are a number of canal builders. The head of the town administration is a former prisoner, a certain B. M. Krol. The aforementioned Krol engages in unlawful, illegal activities.

1. He illegally puts innocent canal builders under arrest, ordering to strip off all clothing, which leaves them naked in their underwear, and orders that the hands and feet of those refusing to work be tied and that they be placed in water or in … (unclear) for six–twelve hours. He does this every day. 2. By order of the town chief, Krol, the personal clothing and money of the arrested canal builders is forcefully confiscated. In the case of a protest, Krol orders the prisoner to be flogged to the point of bleeding, and then confiscates [the personal items]. Krol does not return the confiscated clothing and money but appropriates it. 3. The [town] head, Krol, orders that food be withheld from arrested canal builders for three–four days and thus forces the canal builders to starve for three–four days. Starving, they attempt suicide. There have been several cases of attempted suicide using a knife. 4. The arrested canal builders report to work at 8 a.m. The work is supposed to stop at 4 p.m. or when the task is completed. However, the [town] head, Krol, issues an order that they work from 8 a.m. to midnight. He orders those canal builders who refuse to work upon arrival to be stripped and placed naked in the snow. 5. There are three teams in the town. Canal builders perform shock work between 1 May and 1 November 1935. They overfulfill the norm by 100–150 percent. […] Each (self-financing) team provides 500–1,000 rubles in savings each month. Along with team managers, the [town] head, Krol, keeps the amount of savings secret from the canal builders and appropriates this money for drinking. 6. When the state provides money for shock workers, bosses do not give them the money, but appropriate it, or distribute it among their people, who are not shock workers. They list their people as shock workers but not the real shock workers. 7. Krol passes on to the canal builders only a small share of the clothes (uniforms) supplied by the state. Most of them he appropriates and sells at the market. There are some national minorities in the town. Krol is particularly cruel toward them and discriminates by nationality. National minorities [natsmen] have no life. To tell the truth, he does not properly feed them (with acceptable food), and in case there are objections, he says: “You are not in Central Asia here.” 8. The above facts have been reported to the superior organs, and the investigation proved them to be true. However, despite the complete proof of Krol's complicity, the Dmitlag administration took no action against

him. On the contrary, those who exposed Krol are now charged under article 58–10 of the Criminal Code. Therefore, Krol decided to ruin the life of those canal builders. These facts can soon be proved by documents.

Therefore, we ask you to look into these cases urgently, because, for reporting these facts to the appropriate organs, I am now charged with counterrevolution under article 58–10.

Therefore, there is no equality (justice) in this camp, to say nothing about reeducation. Simply put, they bother the life out of us. Canal builders are asking you to conduct an urgent investigation and to establish conditions for the reeducation of prisoners.
