The Moscow-Volga canal construction was completed in 1937

as well as the high intensity of work, require special attention toward the working prisoners and special care to preserve the workforce. In this regard, special attention should be paid to the newly arriving workers, since they are the most prone to emaciation and various diseases.

At the same time, in several regions (Volga, Tempy, Tekhnika, Iuzhny, Vostochny) there have been instances of blatant violation of the directives on the proper use of prisoners and on the use of that part of the workforce incapable of hard labor, which naturally brings about a rapid emaciation of people and their transformation into invalids.

With no time left, and facing an absolute need to finish all earth-moving and concrete-laying tasks by fall, it is impossible to engage in extensive recuperation activities by removing people from work, as was done last year. Under these conditions, the only recuperation option is the night sanitary camps, where people don't have to be removed from work.
