The aforementioned shortcomings are caused, on the one hand, by the underestimation of the camp administration of the importance of work with minors and, on the other, by the lack of an economic base.

According to KVO [Culture and Education Department] camp reports, partial concentration has been undertaken.

The results in the mentioned camps are not satisfactory given the requirements to reeducate juvenile prisoners. Within the organized groups of minors, theft, card games, hooliganism, failure to report to work, and dismal mass cultural work are commonplace.

In the fifth section of Siblag, only fourteen out of fifty people [juveniles] are working in a makeshift cooperage, with the walls and roof made of brushwood and straw, as in prehistoric times. The rest perform general tasks. Despite the able approach of the supervisor, the collective engages in the following “activity”: the loser in a card game gets his teeth broken, or he has to hit a guard or set fire to the toilet. As a result, the toilet is burnt. In the Karlag, juvenile prisoners terrorize the camp, they kick up rows, and sexual perversion is not uncommon. In the Belbaltlag, they had to use armed force to subdue the minors. Similar facts are reported in other camps. This is a result of hastily creating collectives without an adequate economic-production base.

Camps specializing in agriculture are not adequate for work with youth, because youth are not interested in agriculture, and it cannot be a basis for education. Such camps should be considered inappropriate for work with youth.

The results of this work show that the most urgent step would be to concentrate [the young people] in two–three camps with an industrial base. They could serve, after certain additional investment, as a foundation for camp colonies. The most appropriate would be the Temnikovsky camp, which has inherited the tradition of the Sarovskaya commune of the People's Commissariat of Labor and has woodshops, good living quarters, a school building, a club, etc. The Sarovsk section of the Temlag is for invalids, and it would not do any harm to use it as a camp colony for juvenile prisoners.

With an adequate focus on education, this colony could hold 2,000 people, which would almost fully resolve the difficulties of educating juvenile prisoners (up to seventeen years of age). They are currently in the following camps:
