The development of the intelligence network “the Chain” by the third department of the Northern railway camp of the NKVD USSR has exposed efforts to create an anti-Soviet group among the prisoners of this camp with the goal of organizing a mass escape of prisoners and their [subsequent] clandestine struggle against the Soviet regime. The inspirer of this group was prisoner Pliako, a Trotskyist, sentenced to ten years.

According to his own statement given to an undercover agent, he maintained personal relations with Slutsky and Rakovsky.

Prisoners sentenced for anti-Soviet activities, primarily Trotskyists, were recruited to join this group.

One of the active members of the group, a former VKP(b) member sentenced for espionage, Vishnevsky, told the agent that until the day of his arrest, he had maintained personal contact with Radek and Sokolnikov.

The leader of the group, Pliako, raised the question of creating a militant group to disarm the camp guards as its immediate practical goal.

To avoid exposure, this anti-Soviet organization was built of five-member cells so that no cell knew about the existence of the others. Thus, in case one cell was discovered, the others would remain unexposed.

Lately the network has registered active attempts by this anti-Soviet group to find ways of establishing connections with the outside as well and preparations to produce anti-Soviet leaflets and develop the program of the group.

On orders by the people's commissar of internal affairs of the USSR, Com. Beria, the intelligence network “the Chain” has been engaged.

Pliako, arrested in this case, testified that he was the leader of this anti-Soviet organization, which he had created among the prisoners of the Northern railway camp. The organization called itself the Northern Communist Union and had a goal of uniting former communists convicted for anti-Soviet activity with individuals at large who had been expelled from the VKP(b).

According to Pliako, this anti-Soviet organization was preparing a mass escape of prisoners and was developing its program. One of the members of a five-man cell, sent to Cheliabinsk after a review of his case, had orders, while keeping in touch with the cell, to supply information about the popular mood and to prepare secret meeting places for members of the organization who escape from the camp.

Members of this organization who escaped from the camp had the practical task of establishing cells of this anti-Soviet organization and pursuing active anti-Soviet work and anti-Soviet propaganda with the idea that “the Leninist portion of the party is repressed and the remaining group has degenerated and carries out improper policies.”

The final goal of the anti-Soviet work of this organization was the overthrow of the current leadership and government.

Considering the fact that similar anti-Soviet Trotskyist formations with secret five-member cells exist in other camps, the third department of the GULAG of the NKVD USSR established a centralized intelligence network, “the Chain.”
