Top secret.
Recently there have been cases of prisoners sending letters and various statements to their families for submission to high party and judicial organs.
Such slanderous letters are used for anti-Soviet purposes and to spread provocative rumors about the methods of investigation and conditions in the camps.
Such letters make it outside, avoiding censorship, via unescorted prisoners and free camp workers.
Cases of sending letters via unescorted prisoners are described in various memoirs. See, for example, E. Ginzburg, Krutoi marshrut (Moscow, 2000), pp. 219–20.
Please take measures to prevent the sending of letters without the knowledge of the camp censors.
Investigate, via agents, the channels by which these letters get out, and, as appropriate, recruit or transfer to another camp section the individuals who collect and transport the letters out of the camp.
Report on the results of your actions.
