As a supplement to No. 14028, we clarify that professors, journalists, physicians, artists, and other specialists being detained in the Putivl camp, who served in the Polish Army as officers, as well as intelligence agents, counterintelligence agents, gendarmes, police, provocateurs, prominent military and state officials, secret agents of the police and the counterintelligence, active figures in anti-Soviet political parties and organizations, landowners, and princes—both residents of the territories of Western Ukraine and Western Belorussia and residents of territory now part of Germany—that are discovered among the specialists are subject to detainment in the camp.

Order no. 14028, received by direct (telephone) line on 20 October, stated that refugees from Western Ukraine and Western Belorussia should be sent to the camps with the POW echelons and on the same principles. Refugees from Polish territory occupied by Germany were to be held in the camp pending further orders. People with professions mentioned in doc. 22 and other specialists who had been drafted as officers were to be held in the camps; see KD1/75, n. 1, p. 412; KDZ1/75, n. 1. For Beria's Order no. 001177 on prisoners of war, dated 3 October 1939 and approved that day by the Politburo, see doc. 14. The princes were Jan Lubomirski and Edmund Ferdynand Radziwiłl.

The remaining specialists who are residents of the territories of Western Ukraine and Western Belorussia are subject to dispatch to their homeland in the usual manner, and those who are residents of territory that has gone to Germany must be sent off together with the rank and file and NCOs who are subject to being handed over to German authorities.

On 11 October Beria had proposed an exchange of POWs with Germany; see doc. 18. A Soviet-German conversation on a mutual agreement in this matter took place in Moscow, 15 October 1939; see DVP, vol. XXII, book 2, part 1, no. 687. The Germans showed interest in the Polish officers as late as 21 September 1940; DVP, vol. XXIII, book 1, no. 393.

In the event of the categorical refusal of any of the specialists to go to the territory now part of Germany, they should be reported to the UPV, together with detailed information on these specialists and the reasons for their refusal.
