NKVD UPV Directive to the Heads of Ostashkov, Kozelsk, and Starobelsk Camps on Sending Certain Prisoners to Yukhnov Camp

In accordance with the order of Deputy Commissar of Internal Affairs USSR, GB Commissar 3rd Rank Com. Merkulov, immediately send the POWs held in your camp, numbering [number not given], according to the list enclosed to Yukhnov camp, Babynino Station on the Western Railway Line.

The enclosed list contained the names of 26 men from Kozelsk, 7 from Ostashkov, and 15 from Starobelsk, with a cover letter from Gerstsovsky to Khokhlov on sending them to Yukhnov camp; see KDZ2/124, note. On the same day, a UPV directive was sent to the head of Yukhnov camp stating that 64 men would be sent to him from Starobelsk, 107 from Kozelsk, and 19 from Ostashkov. He was told to prepare for their arrival; see KDZ2/125. Surviving POWs from Kozelsk camp were sent to Yukhnov on 22–26 April, and those from Starobelsk, on 27 April; see KDZ2/125, n. 2; on the list of 273 names compiled by the NKVD 1st Special Department to be sent to Yukhnov camp, see KD2/51, n. 1.

On departure, provide each prisoner with the necessary food.

For each prisoner sent, establish a new evidence file and hand over these sealed files to the convoy for [delivery to] the head of the Yukhnov camp.

At the same time, make an etap [transport stage] list, a copy of which immediately send to us.

The departure destination (Yukhnov camp) is subject to strict secrecy. No one in the camp apparatus, except for yourself and the head of URO [Reception, Records, and Barracks Assignment Section], should know where the prisoners named are to be sent.

We have put in the request for the convoy and the railway cars through the NKVD Main Administration of Convoy Troops.
