In the information given by the NKVD UPV on 3 December 1941, the total number of POWs held in the three special camps, whose files went through the 1st Special Department of the NKVD USSR, is given as 15, 131 (doc. 96, point 5). This is more than the number of prisoners in the three special camps as of 16 March 1940 (Appendix, table 2D, column 2), and more than the number in UPV information given on 25 May 1940. However, the death transports included additional prisoners from Rovno camp, the Narkomchermet camps, hospitals, etc., so the number 15, 131 may be close to the truth; see KDZ2/215, n. 1, pp. 344, 346. The “others” were those not included in the categories listed for extermination in the Politburo decision of 5 March 1940 (see doc. 47). The figure of 395 survivors out of the 14,857 prisoners held in the three special camps, the survivors being those sent to Yukhnov camp, is generally accepted by Russian and Polish historians, although 400–440 is thought possible.
