1. It is to be acknowledged that the Azov-Black Sea Territorial Committee has until recently directed the verification of party documents in a thoroughly unsatisfactory manner, committing numerous crude mistakes in their implementation of the closed letter of the CC of the VKP(b) of 13 May of this year: the implementation dates specified for each district conflict with the dates specified in the CC letter; many of the first secretaries of the district committees have dodged the verification process altogether. The buro of the territorial committee has, by its decision of 15 July, failed to expose the mistakes committed by the territorial committee and by the district committees in their handling of the verification of party documents.

2. It should be noted that the Azov-Black Sea Territorial Committee, after its representative was called to account by the CC, took measures to rectify the mistakes committed by it and revoked its incorrect decisions.

The decree by the Azov-Black Sea Territorial Committee of 29 July concerning progress in the verification of party documents and concerning shortcomings in the directing of the work of verifying party documents by the territorial committee and the district committees is hereby confirmed.

3. The request by the Azov-Black Sea Territorial Committee for extension of the deadline for verifying party documents in the Azov-Black Sea territory till 1 September 1935 is hereby granted.
