The buro of the territorial committee has established that the review of appeals in the territorial committee was conducted incorrectly, with a crude violation of the procedure established by the CC of the VKP(b): The appellants were not summoned to appear before the buro of the territorial committee during the review of their cases and the cases were reviewed in their absence. The preparation of the cases for hearing before the buro of the territorial committee was conducted carelessly. The technical work in the appeals group was neglected, the appellants' cases were not registered, there was a great delay in the handling of their cases, answers to the appellants were held back, a statistical registering of appeals received was not established, and so on.

To prepare the files for the appeals, persons were brought in who were incapable of carrying out this serious work, who carried out the preparations formally without seriously reviewing the essence of the case of each person expelled and without verifying in essence the charges brought against the expellee.

A great number of the appeals were prepared for the buro's review by persons now unmasked as enemies of the people: Glebov-Avilov, Bortnikov, Mogilenko, Brailovsky, Gutman, and Amatuni.

The territorial committee has in its possession 1,200 appeals which have never been prepared for review by the buro of the territorial committee of the VKP(b).

A very great number of complaints are received by the territorial committee concerning improper expulsion from the party with requests for review of the expulsion.
