Esteemed Comrades:

Of late there have again been frequent instances of intercession by various artistic circles—individuals and entire theaters—concerning permission to travel abroad. These intercessions have been systematically supported by Com. Lunacharsky.

Based on its prior experience, the VChK categorically protests this. So far, not a single released individual (for instance, Kusevitsky, Gzovskaia, Gaidarov, Balmont) has come back, and some—Balmont in particular—are waging a malicious campaign against us.

This show of weakness on our part represents a thoroughly unjustified misappropriation of our cultural treasures and only strengthens our enemies' ranks.

Now Com. Lunacharsky is attempting to submit a petition to allow the First Studio of the Art Theater to travel abroad. Meanwhile, according to very reliable information, a group of artists from this theater is in close contact with American circles very closely connected to intelligence agencies. The theater has been promised material assistance abroad. The artist Sukhacheva has been in close contact with a number of these individuals.

Before this, the Chamber Theater submitted a petition as well.

Allusions to rest and treatment are by no means convincing, since the artists could easily use their vacations for trips to the provinces.

Firmly opposed to such petitions, the VChK asks the Central Committee to treat this matter with all seriousness.

P.S. I am addressing the Central Committee because in his appeal Com. Lunacharsky mistakenly says that he will be addressing the Central Committee on this matter.
