A. On music organizations:

1. Eliminate RAMP [sic]

2. Begin organizing a single union of Soviet composers so that the most authoritative individual figures in musical art (conductors, prominent performers) join the union;

3. Instruct a commission made up of Comrades Stetsky (chairman), Bubnov, Yenukidze, and Kosarev to present for approval at the next session of the OB:

a. the personnel composition of the organizing committee and proposals on organizational issues (date for convening a congress, etc.) and a draft resolution for publication in the name of the organizations;

b. a conclusion about those revolutionary-popular songs which, as a result of the campaign being waged against them, have stopped being performed at the district level;

c. proposals on the creation of mass songs and military marches.

4. Instruct the same commission (Com. Stetsky's) to plan and submit for approval by the next session of the OB the personnel composition of the organizing committees for the Union of Artists and the Union of Architects, bearing in mind the exchange of opinions that took place at the OB meeting.

Consider possible the inclusion in the Union of Architects of art figures working in the field of architecture.

a. Approve an organizing committee for a union of Soviet writers (for the RSFSR) composed of Comrades (1) M. Gorky (honorary chairman), (2) Gronsky (chairman of the union and faction secretary), (3) Kirpotin (secretary of the union), (4) Fadeev, (5) Panfyorov, (6) Kirshon, (7) Pavlenko, (8) Serafimovich, (9) Zamoisky, (10) Stavsky, (11) Berezovsky, (12) Zhiga, (13) Bill-Belotserkovsky, (14) Chumandrin, (15) Bakhmetiev, (16) Bezymensky, (17) Fedin, (18) Tikhonov, (19) Malyshkin, (20) Aseev, (21) Vs. Ivanov, (22) Seifullina, (23) Leonov, and (24) Slonimsky.

Register the creation of the organizing committee in the name of the corresponding literary organizations (the former RAPP, ROPKP, Union of Soviet Writers, etc.).

b. Create analogous organizing committees in the national republics (Ukraine, Belorussia, Trans-Caucasus, Tadzhikistan, Uzbekistan, Turkmenistan).

c. Form an organizing committee for an all-union federation of Soviet writers consisting of the RSFSR Organizing Committee and representatives of the organizing committees of the national republics.

d. The All-Russian Organizing Committee shall receive all the files and property of RAPP and before the convocation of the RSFSR congress of writers shall bring about the supervision of all existing writers' organizations, as well as the entire network of existing literary circles.

e. The All-Union Organizing Committee shall receive all files of the organizations and the journals and property of VOAPP.

f. The issue of the deadline and procedure for eliminating all other literary organizations (VSSP [All-Russian Union of Soviet Writers], ROPKP, Crossing, LOKAF [Literary Association of the Red Army and Navy]) shall not be predetermined at the present time, having suggested that the faction in the RSFSR Organizing Committee discuss this issue.

g. Instruct the RSFSR Organizing Committee to submit for approval to the Orgburo its proposals on the literary journals that have been published up until now by the various literary associations.
