I am attaching a copy of a leaflet distributed among congress participants through the post. So far 9 cop[ies] have been discovered. The leaflet was written in block letters in pencil with carbon copies.
It is entirely possible that this was done by one of the congress's participants. We are checking the handwriting against the delegates' questionnaires. I have taken every operational measure to uncover the authors.
