NO COMRADE IS TO MAKE PREPARATIONS TO LEAVE BEFORE FINAL PERMISSION IS GRANTED BY THE CENTRAL COMMITTEE. In the event that any comrade does make such preparations before approval is granted by this office, permission to leave the country will be denied the comrade. In the event that the comrade leaves anyway, disciplinary action will be taken against the comrade.

Before a leave of absence will be granted, dues must be paid for the entire period of the leave at the regular weekly rate. No exceptions are to be made to this rule.

Every District is to notify every unit and section so that this information will be made known to each and every comrade requesting leave or transfer. The Central Committee will not recognize ignorance of these instructions as a reason for granting leave or transfer if these conditions are not fulfilled.
