1. On 14 June of this year, Com. Browder sent Roosevelt a telegram in which he asked the latter to intervene in the case of Codovilli, who has been slated for exile to Spain by the Argentine government.

In his reply, a telegram dated 23 June of this year, Roosevelt informed Com. Browder that he cannot interfere in the internal affairs of Argentina, but that he had directed the American ambassador to Argentina, Armor, to follow the progress of the Codovilli case.

On 26 June of this year, Roosevelt informed Com. Browder that, according to reports US Ambassador Armor had received from the Argentine Ministry of Foreign Affairs, Codovilli will not be exiled but will remain in custody in Argentina.

2. Roosevelt conveyed the following verbally to Com. Browder:

In his opinion, at the present time the CPUSA is conducting its political line skillfully, furthering US military efforts.

He, Roosevelt, is mistrustful of Willkie, who, in his opinion, is seeking power, and once he has it, he will again revert to Republican tactics.

The CPUSA should understand that the Sicilian campaign is only the prelude to a major invasion of the European continent during this summer; however, Churchill objects to that invasion and is the major obstacle in its way.

Roosevelt agrees that some sort of prohibitive (limiting) tax must be introduced for voters, since, in his view, only by breaking the “Southern political machine” will he be able to garner the potential support of the majority of the population in the Southern states.

Roosevelt is particularly pleased with the conduct of the New Jersey Communists, designed to unify the factions of the Democratic party, and with their struggle against the growth of the US Labor party in the other states. Roosevelt believes that that party will strengthen the Republicans in 1944, if it is not already doing so.

3. Com. Browder received the following report from the CP of Mexico:

“We have held a session of the CC to discuss the resolution of the ECCI. The resolution was approved unanimously. The decisions reached together with Jim were also discussed, A lengthy discussion followed on criticism by Velasco, who together with Olivo, Carnero Cheka, Torres, and Simon Gonzales has formed a bloc opposing his withdrawal from the PB and ‘La voz.’ This group defended the syndicalist political line to which it adhered before the STM congress and which we considered incorrect.

“The withdrawal of Velasco from the PB and ‘La voz’ was decided with a vote of 12 against 5. They proposed convening a congress in August for a discussion of the party's situation. This proposal was rejected, and it was decided to hold a session of the CC in August.

“The political struggle against the Comparty is continuing. A campaign against me is currently being readied in Mexico City and Monterrey.

“Carlos Contreras quit his post at ‘La voz.’
