Recognizing the tremendous tasks lying before the ministers who are fighting for our freedom, Kerensky, Skobelev, Tsereteli, Chernov, and Peshekhonov, and comparing them with the difficulties advanced by anarchist elements at the present difficult time, they fervently welcome the Coalition Ministry that has been formed.

The first coalition government (May-July 1917) was formed on 5 May, when six socialists, representatives of the Soviet leadership, agreed to enter the cabinet of the Provisional Government. Five of them are named here (see the glossary for biographical information). P. N. Pereverzev, a Trudovik, was not usually viewed as one of the socialist deputies.

Let our socialist comrades in the Ministry as well as in the Petrograd Soviet of Workers' and Soldiers' Deputies know that even in the remote provinces we hear their summons to save free Russia and know their work and devotion to the people and with them burn with the desire to work for the common goal—the Salvation of Free Democratic Russia. We are indignant that Revolutionary Petrograd is permitting overt and covert insults aimed at the men the people have chosen to take Power. We are indignant that a handful of loudmouths who have not been authorized by reliable organizations or sent by the people with instructions are making speeches of a blatantly anarchist nature, in front of thousands of the people, in the presence of the representatives of Revolutionary Authority. We believe, however, that the Petrograd Soviet of Workers' and Soldiers' Deputies will immediately extend one hand into the provinces toward the Soviets of Workers', Soldiers', and Peasants' Deputies and the other to the Provisional Government, thereby reinforcing the necessary fullness of power.
