Resolutions on the July Days by workers and employees of the Petrograd Metal Works and by the Executive Committee of Bolsheviks at the factory, 11 July 1917.

A general factory meeting held on 11 July at the Petrograd Metal Works passed the following resolution:

Recognizing that the bloody events of recent days (3–5 July) were a consequence of the disorganizing activity of certain individuals and groups, and the intrigues of agents of imperialist governments and agents of the old order who are trying to introduce strife, enmity, and disintegration into the workers' laboring mass and into the army on the basis of the general [economic] collapse and the fact that the essential needs of the working masses remain unsatisfied, the meeting (of workers and employees) of the Metal Works acknowledges:

1) That for the salvation of the country and the revolution, the entire working people must unite around its elected Soviets of workers', soldiers', and peasants' [deputies] to undertake coordinated common action and to struggle against the dark forces of the past. 2) We pledge to serve the country and the revolution, sparing neither strength nor sacrifice, under the guidance of our Soviets (of workers', soldiers', and peasants' [deputies]) for the total triumph of the revolution. 3) We demand from our elected representatives strict and precise execution of the will of organized workers in defense of the interests of workers, peasants, and soldiers, and independence and careful deliberation in decisions and oversight over individuals and the activities of any executive power. 4) We demand that everyone to whom power has been entrusted at this critical moment retain his presence of mind, in order not to disarm the revolutionary powers of the people or introduce disorganization through violent actions against the Soviets elected by the working masses but, on the contrary, do everything possible to facilitate the organization of the revolutionary army, the workers, and the people on democratic principles.

to imperiously demand sacrifices,

especially from the propertied classes, can introduce enthusiasm, unanimity, and readiness for sacrifice among the revolutionary people.

This resolution was drawn up by representatives from all the parties at the factory (with the exception of the anarchists) and was approved unanimously by eight thousand workers and employees with only twenty abstentions.

By a majority of sixteen votes, one against, with four abstentions, the executive committee of the organization of the RSDRP (Bolshevik) at the Petrograd Metal Works approved the following resolution, which was announced to the representative of the Petrograd committee present at the meeting and will be proposed to the meeting of the entire collective at the factory: 1) We express our full confidence in the All-Russian Soviets of Workers', Soldiers', and Peasants' Deputies, as well as in the Petrograd Soviet of Workers' and Soldiers' Deputies and their executive organs and, consequently, in everything that is resolved by these authorized organizations of the revolution. 2) We put ourselves wholly at the disposal of the Petrograd Soviet of Workers' and Soldiers' Deputies. 3) We demand that the central committee and the Petrograd committee of our party immediately lay aside their positions of authority and put themselves wholly at the disposal of the judicial authority for a strict and thorough investigation into the accusation against them by the bourgeois newspapers of spying for the Germans, so as thereby to prove that a hundred thousand worker Bolsheviks cannot be German agents. 4) We demand that Comrades Lenin and Trotsky immediately surrender to the judicial authority as well. 5) Until the authorized all-Russian and Petrograd conferences [of the Bolshevik party] assemble for new elections for the central committee and the Petrograd committee, the local factory S.D. [Social Democratic] (Bolshev.) organization will no longer consider itself a part of the general [party] organization, and until the conference it will not obey any orders of the central and Petrograd committees. 6) The local factory organization shall consider itself temporarily disbanded until the elected committee of three, authorized at this session, verifies the lists of all the members of our factory organization. 7) In practical work at the factory, our organization will advance arm in arm with the local councils of elders
