Every extra day of the continued existence of the coalition government, which was established using every trick in the book behind the people's back through the conciliationist machinations of leaders who have not justified the people's hopes, brings the country closer to ruin. The country needs a firm and democratic authority founded on and responsible to the popular masses. Only such a democratic authority can ensure a proper convocation of the Constituent Assembly and safeguard it from any attempts to sabotage it or break it up. Only this kind of authority can undertake real measures in the struggle against complete economic collapse and bring us closer to peace. We have had enough words, rhetoric, and parliamentary sleight-of-hand! We consider the All-Russian Congress of Soviets of Workers', Soldiers', and Peasants' Deputies to be the sole organ reflecting the will and voice of the people. We consider it political suicide for it to refuse power. We are sure that all effective elements of democracy both in the rear and at the front are prepared to be like a wall in defense of their representative organs. Only aloofness from public life, only the demagoguery of certain foolish leaders, only the influence of the slanderous bourgeois press can explain the absence at this congress of representatives of several sections at the front. In the name of the men who have suffered so much in the trenches, in the name of the men over whom has loomed the terrible specter of a fourth winter campaign, which would sap all our energy and all the fullness of our revolutionary fervor, we call on the Congress of Soviets, over the heads of the revolution's deserters and the conciliators and over the hysterical cries of the political shriekers [klikushi],
