It is hereby decreed:

In light of the large influx into the field concentration camps of young children, beginning with nursing children, and of the fact that the camps are not set up for long-term detention of children, as a consequence of which stomach and respiratory illnesses have appeared, we recognize that it is necessary to adopt in the most immediate fashion the measures listed below to improve the conditions of children held as hostages in the field concentration camps of Tambov Province.

a) Keep child hostages up to and including fifteen-year-olds separately from adults in special buildings, residential houses or barracks, but in no case in tents—within the confines of the camp to the extent possible. In extreme cases, with the approval of the local organs of the special department, children may be kept in structures attached to the camps, under obligatory guard.

Note: Mother-hostages have the right to remain with their child hostages up to and including three years of age.

b) Child-hostages should receive food provisions according to the norms assigned by age group in maternity homes and orphanages.
