To Regional Political Commissions of the Military

2. Take all measures to empty the camps of elements unable to work, and first of all, of children [ . . . ]
Hand the children over to orphanages, for which purpose you should strengthen work through the soviet organs to expand the network of orphanages, being careful to equip the orphanages not only for domestic, but also for educational work [ . . . ]
Do not free the families of bandits who have been shot and whose property has been confiscated.
