The Subcommission of the PomGol [Central Commission on the Struggle against Famine] [ . . . ] made it possible to open 240 school cafeterias serving eleven thousand children in locales in the Tatar Republic with the worst failed harvests and to provide partial assistance to refugee children (1,600 persons) gathered in Bogorod settlement before sending them out to their designated destinations. Simultaneously in Kazan, a series of measures have been taken to improve the lives of orphans, of those children who have arrived from the cantons; measures have been taken to relieve the isolation centers, every day children have been picked up from the street; the notorious 2nd child receiver-distributor—the so-called "children's graveyard" that was located on Tukaevskaia Street—has been closed [ . . . ]

The American Relief Administration arrived in Kazan on September 18 [ ... ]

The Subcommission focused especially on children in the city of Kazan, particularly children of the working population. The number of children aged zero-one year in Kazan—3,683; from age one to five years— 20,773; from five to sixteen years—54,118; the total population of children in Kazan is 78,574, more than 50 percent of them are suffering from hunger [ . . . ]

In July, the Commission petitioned the Center about evacuating 3,000 children out of the Tatar Republic to regions that had good harvests. The Center gave permission to evacuate them as means permitted, but we did not receive military guards and special trains for a long time. The first train for No. 43 arrived in Kazan only on September 6 < . . . > So far 3,345 children and 178 leaders have been evacuated [ . . . ]

In conclusion, I consider it necessary to point out that according to the statistics from 1920 and including the number of children newly added to the Tatar Republic's regions (according to the statistics for 1921 received from the cantons), the overall number of children in the Tatar Republic is 1,304,425. They are distributed according to age as follows: zero-three years—404,861; three-seven years—267,658; seven to sixteen years— 631,906. Of this total number of children, 33,179 children can be supported this year by the government; PomGol will be able to support 71,000 children for the immediate future; the American Relief Association can support 150,000 children. That makes for a total of 254,179 children.

Unfortunately, that is far from eliminating the need of the republic's population. We still have 1,049,246 children whom we cannot reach even today because of inadequate resources [ . . . ] The children's situation in the cantons is very difficult. Many children are little skeletons with yellow skin stretched taut over them, their stomachs swollen with dung, with sad eyes, flaccid shoulders [gathered] around their exhausted mothers, barely living. Everywhere emaciation has provided fertile soil for serious fevers, typhus is spreading, some terrible things are happening to the children.

The little children are perishing—life's blossoms are perishing.
