5. Draft regulation on the establishment of the Commission of the Central Executive Committee on the Improvement of Children's Life

The regulation is confirmed as follows

RESOLUTION

Of the All-Russian Central Executive Committee (VTsIK) On the Commission under the Central Executive Committee for the Improvement of Children's Life

The All Russian Central Executive Committee resolves:

1. To establish under the VTsIK a Commission on the Improvement of Children's Life comprising: A chairman appointed by the VTsIK Presidium and six members, with one each from the People's Commissariats of Production; Enlightenment; Health; the Workers-Peasants Inspectorate; the All Russian Extraordinary Commission for the Struggle against Counterrevolution, Speculation, and Sabotage; the All-Russian Central Council of Professional Unions' Soviets, as confirmed personally by the Presidium of the VTsIK [ . . . ]

2. The Commission will carry out all its measures through the appropriate organs of the central departments, and in the localities through provincial and district executive committees, which will appoint one plenipotentiary for each province and district to work directly under the Commission's leadership. The plenitpotentiaries will answer to the executive committee and the Commission [ . . . ]

4. The membership of the Commission is confirmed as follows: from the VChK—the chair F. Dzerzhinsky, from the VTsSPS—Comrade Seniushkin as deputy chair, from the Commissariat of Production—Comrade Khlopliankin, from the Workers-Peasants Inspectorate—Comrade Vetoshkin, from the Commissariat of Health—Comrade Radin. Present the candidates for the remaining Commission members to the VTsIK Secretariat for approval.
