[ . . . ] The conditions at the one home in the city for morally defective children is truly scandalous. Despite the objections of the Procuracy, in order to find housing for the needs of the territorial division, it was moved about eight kilometers along the Voronezh high road to a building that is absolutely unsuitable in size for an orphanage. During the inspection of the building (without the participation of the Procuracy) on December 28, 1923, it was revealed that there are not enough beds, consequently children sleep two to a bed; for ten beds there are no wooden planks, so that those children have to sleep on metal slats; the mattresses are filthy, the blankets are [nothing but] junk, there are no bed linens whatsoever, there are serious shortages in everything, two classrooms completely lack supplies, they look like abandoned uninhabited spaces, in the carpentry workshop there are no tools or materials; only seven of the twenty-five children have any occupation; there is a complete absence of any school materials; there is not enough food. This is the state of affairs in the one children's home in the city of Tula, set up to handle at most twenty-five-thirty juvenile offenders [ . . . ]

The condition of the remaining orphanages in the city of Tula is, incidentally, no better [ . . . ] A characteristic feature, filling out the portrait of the struggle with juvenile crime and homelessness in Tula, is striking and to be found in the article produced by Puzakov on the case of the tragic death of a girl in the Krupskaia orphanage: the girl burned alive on December 24, 1923, and furthermore, in the inspection report on this orphanage, the Provincial Department of Public Education inspector, Comrade Firsov, attests that [ . . . ] "in the bathrooms and rooms next to them, the floors have rotted through and children can fall from the third floor all the way to the pits dug out below, the beams have rotted, and the floor hangs in the air without any support."
