In my capacity as director I am informing you that the kulak children of all ages are currently in the worst possible condition. In terms of food, let's take [those] from 2 months [old] to seven years: there is no milk, there is no meat, no sugar, no fats and no cereals whatsoever. There is not enough bread—not enough rye rations, and the children are proceeding to complete extinction; write to me and tell me what measures to take. I have already written asking you to send at least sugar and any kind of cereal, several nursing children are not able to nurse at their mother's breast or there is no milk in their breasts, the child remains alive exclusively on water alone. Gastro-intestinal diseases are raging among the children because of the mothers' hunger [ . . . ] Take some kind of immediate measures about this [ . . . ] there have also been pregnant women who arrived near term coming in the snow, and it is - 20 to - 25 degrees Celsius here in the morning, and no higher than - 10 to - 15 degrees in the afternoon. I sent some of them to the nearest villages to give birth, since there is no place here for women giving birth and for children. Recently, in some districts, they have given permission to build one heated barrack where women can give birth, so we are now in a more or less good way, but the food for the birthing mothers and children is bad.

Ust-Yagiliat Field Medical Station reminds you again that with respect to the last report no results whatsoever have been obtained, in which regard I add the following: recently the number of the sick has increased, in the majority [of cases] the illnesses progress: bodily swelling, bloody diarrhea, sharp stomach pains, catarrhs, simple diarrhea, constipation, bloated stomachs and peritonitis—[people of] all ages are suffering, children and adults, the children are swelling up and dying from malnutrition. 75% of the population have emaciated bodies the color of dirt.

Mothers, birthing mothers, and nursing mothers are enduring torturous suffering, after giving birth they eat a porridge of unground rye, after which they develop illnesses of the digestive tract and female illnesses, they feed the baby surrogates, which they heat and serve, and their breasts give no milk.

Therefore, considering it a shortcoming on the part of medicine and of our policies to torture children by starving them to death, I ask you to give me some kind of instructions or other about all that is described above [and] several other questions.

At present, the Ust-Yagiliat field medical station reports that it is impossible to administer smallpox vaccinations, in light of widespread diarrhea and bodily weakness.
