The special settlers receive almost no manufactured goods. From the time of their arrival there have been distributed: 45,000 bast shoes, 2863 boots, women's boots—1841 pairs and children's shoes—2948. [This for a population of well over 200,000.]

Thanks to the lack of vegetables there are many cases of advanced scurvy (tumors on the legs), and people, as [members of the] labor force, leave the ranks. The standard allowance established for the special settlers [ . . . ] is not distributed in full. Cabbage and potatoes are not given out at all. The question of the children's allowance is extraordinarily bad. The children are extraordinarily emaciated and pale. There are no dairy products whatsoever. There is not a cow left in any village.
