I. At the current time the Western Siberian Region is experiencing a particularly stressful situation with respect to the food supply. All dependents have been removed from the centralized supply. The crop failure, which gripped 49 districts, declared itself particularly acutely in the spring, and on top of this there were the children from Kazakhstan, with regard to which we had already taken the most urgent measures, at the present time we again have a large number of child beggars, around 2,500 thousand by a preliminary count.

II. In the northern districts of the region there are, in addition to the 692 children taken into state care by January 1, 1932, 1,372 children of special settlers, 18 orphanage receivers have been set up, to maintain these children until January 1933, we need 721,000 rubles [ . . . ]
