To the People's Commissars of Enlightenment of the autonomous republics of the RSFSR and the Directors of regional Administration of Enlightenment.

The following system is established for the release and providing work placements from orphanages of children of repressed parents who have outgrown the homes.

1. Job placement of over-age children will be done by the Commissariats of Enlightenment of the Autonomous Republics and the district and regional departments of Enlightenment [ . . . ]

2. Job placement takes place at the end of the school year for over-age children who have reached fifteen years of age, and, in the event that they have not studied above the fifth grade level. Children who are currently studying in the sixth, eighth and ninth grades should be presented with the opportunity to complete partial and full high school [ . . . ]

3. Job placements for over-age children should be in the main to local industrial enterprises, to collective farms and Machine Tractor Stations, and in night schools.

4. Over-age children being placed in jobs, in accordance with the established system for all children leaving the orphanages, will receive all the necessary clothing for an independent life, linens, bed linens, and a onetime grant of 50 rubles.

5. Children of repressed parents who present a social danger, who systematically violate the rules and discipline, who are hooligans and do not submit to correction in ordinary orphanages shall be brought to justice and sent to work in labor colonies or NKVD camps, following the established procedures [ . . . ]
