Supplementary to USSR NKVD Order No. 00486 of August 15, 1937, in the section covering the placement of children over fifteen years of age whose parents were convicted by the Military Collegium and the Military Tribunal in the first and second categories, the following shall apply:

1. Children of repressed parents aged 15 to 17, inclusive, whose behavior is not socially dangerous, who do not display anti-Soviet, revanchist attitudes and actions, given the presence of relatives (who are not repressed) may be given to the latter as their full dependents [ . . . ]

2. In the absence of relatives who express a desire to become the guardians of children of repressed parents, children of 15 to 17 years of age, students, should be placed in orphanages within the bounds of the districts, regions, and republics (with the exception of those places where their parents were repressed) and provided with the opportunity to complete a secondary educational institution [ . . . ]

3. Children of repressed parents over 15 years of age who are not students, belong in the labor force at enterprises and institutions within the bounds of the districts (apart from towns where their parents are repressed) and excluding enterprises and institutions related to defense.

4. Assign agents to monitor this contingent of children of repressed parents, to uncover and cut off anti-Soviet, terrorist attitudes and actions in a timely fashion.

5. Socially dangerous children, who display anti-Soviet and terrorist attitudes should be tried on general grounds and sent to camps under personal guard by the GULAG NKVD [ . . . ]
