Proof of gross perversions of educational-formative work with minors have been established by the inspection of the Arkhangelsk colony for minors completed by the inspector for the Administration of Corrective Labor Colonies in the GULAG, comrade Simagin [ . . . ]
There occurred instances of severe beatings of minors by the older section of underage detainees.
I order that:
1. The director of the Arkhangelsk colony, Belikh, be reprimanded for his failure to supervise the educational-formative section.
2. The assistant director of the colony, Kuibin, be fired and dismissed from all NKVD organs for his failure to act and [his] tolerance of perversions in educational-formative work.
3. The Director of the NKVD Administration of the Arkhangelsk district, State Security Captain Pochtovsky:
Hold an inquiry into all instances of the beating of minors and institute criminal proceedings against all those guilty of committing these acts;
Bring the colony fully up to strength with managerial and pedagogical cadres;
Acquaint the managerial personnel and workers in educational-formative sections of colonies for minors with this decree.
