In Nikolsk, in a swamp 300 meters from the settlement, 18 families are accommodated in dugouts—83 persons. Of those[,] 4 families, 17 persons, are living in one dugout of 16 square meters. Among them are 11 children under the age of twelve. The dugout was built in October- November, it did not dry out, at the present time it is damp, water is leaking from the ceiling and walls < . . . > On the floor there are snow and ice, since the doors are made of thin boards and wind comes through them. The windows are very small, it is completely dark in the dugouts < . . . >

In the Bely Bugor settlement, at 400 meters distance from the settlement on the bank of the Staritsa, there is one dugout in which six families, 26 persons, are living. Among them are 18 children under age ten. There is no wood floor, no windows, the stove has fallen apart.

Opposite the Krasny Yar settlement, 2 kilometers away on an island, 8 families, 24 persons, are living in a barrack at the fish plant. Among those are 13 children younger than school age. The barrack has not been repaired, there are cracks everywhere through which snow comes in, the existing tile stove has fallen apart, smoke pours into the barrack. There is no bath house near the fish plant or the barrack, and the children and adults have nothing to wear to the bath house in Krasny Yar, all the people are dirty, there are masses of fleas and lice in the barrack.

In November, behind the Karnaukh settlement, the fish plant built a half-earthen barrack, that is, on top of the dirt three rows of boards were cut, and inside, it has wattle but no daub. The barrack is roofed all round with timber and slabs, the stoves are made of frozen sod, and instead of tiles, there is all kinds of rusty tin which is full of holes, the barrack is approximately 12 meters in length and 4 meters in width, it has only 3 windows in all, measuring 50 - 20 centimeters, glazed with paper.

A similar situation exists in the Molchanov district. Here, the director of the fish plant, his two deputies, the chairman of the fish cooperative and others built houses for themselves, but well into the autumn they did not build a single house for the special settlers living in Molchanov, with the result that when the snow arrived, they began to build mud dugouts on the banks of the river Ob for them < . . . > The dugouts are damp and cold. In the Strezhnoe settlement, 28 persons live in a dugout of 20 square meters. Water constantly leaks through the roof.

In Mandraki settlement, 19 persons are living in a dugout of 18 square meters. No daylight whatsoever penetrates into the dugout, the stove has fallen apart. All the dugouts were built by the fish plants, as a rule, in low areas that flood and on river banks and in old river beds. With the opening of the rivers, they will certainly be flooded and washed away.

[ . . . ] All of the special settlers have completely worn out all their clothes, they have neither clothes nor footwear, therefore the greater part of them cannot work outside their housing. In most cases, this has led to the situation that, at the present time, not one organization takes them on for work. The greater part of special settlers' families are in a catastrophic situation.

In Fedorova settlement in Molchanov district live Elena Yanovna Yantsen, b. 1912, with her two dependent children, b. 1935 and 1939, and Olga Yakovlevna Tobert, who has two dependent children, b.1934 and 1937. All of them are completely without shoes and clothes, and sit around stark naked. Their mothers cannot go to work, because they have no shoes or clothes. Therefore, they receive no produce, and they have no vegetables whatsoever of their own. In their apartment the windows are covered with planks or stuffed with various rags, the door does not close. At the end of November, one of Yantsen's children died of emaciation; she could not bury him, since she has no shoes to walk to dig a grave and make a casket. [Despite] multiple requests to the chairman of the collective farm Aksenenok to provide assistance in burying the child, the latter provided assistance only four days later. The child's corpse lay in the entrance hall for four days and nights, and rats ate round the corpse's legs and feet.

Both of these families feed themselves solely by begging around the settlement, having wrapped one member of the family in rags < . . . >

A majority of the Germans, having no warm clothes or footwear for work outside, nor in consequence common workshops to make fishing equipment, are considered [for official purposes] craftsmen working at home, and receive no food products, except for 200 grams of bread. As a consequence of systematic malnutrition, extreme emaciation of the special settlers and their children is occurring, especially in families with many children.

The inspections brought to light 12 emaciated families in Mandraki, including: 10 persons in the family of M. K. Vidervud, 8 persons in the family of M. F. Fleg, 7 persons in the family of E. K. German, 8 persons in the family of M. K. Shpanil; in Vostok settlement, 3 families, including: 8 persons in the family of S. K. Geize, 5 persons in the family of S. E. Tsaen, and others.

In addition to the above, the special settlers have not been receiving salt for more than six months < . . . > Salaries are systematically handed out 2-3 months late.
