1. Establish that adult family members of persons (military and civilian) sentenced by judicial bodies or by the Special Board of the USSR NKVD to capital punishment under article 58-1"a" of the RSFSR Criminal Code and corresponding articles of the Criminal Codes of other Union Republics—for espionage on behalf of Germany and other countries fighting against us, for going over to the enemy, betrayal or collaboration with the German occupants, service in the punitive or administrative bodies of the German occupants on territory they have seized and for attempted treason against the Motherland or treasonous intentions—are subject to arrest and exile to distant locations in the USSR for a period of five years.

2. Establish that family members of persons sentenced in absentia by judicial bodies and the Special Board of the USSR NKVD to capital punishment for voluntary departure with the occupying forces upon the liberation of the territory held by the enemy are also subject to arrest and exile to distant locations of the USSR for a period of five years.

3. The implementation of repressive measures with respect to family members listed in points 1 and 2, shall be undertaken by the organs of the NKVD on the basis of sentences [handed down] by state organs or decisions of the Special Board of the NKVD USSR.

The following are considered family members of traitors to the Motherland: father, mother, husband, wife, sons, daughters, brothers and sisters, if they lived together with the traitor to the Motherland and were dependent on him at the moment when the crime was committed or at the moment of mobilization to the army at the beginning of the war.

The families of those traitors to the Motherland among which shall be established, after the necessary verification, the presence of serving members of the Red Army, partisans, individuals who collaborated with the Red Army and the partisans during the period of occupation, and those decorated with orders and medals of the Soviet Union, shall not be subject to arrest and exile.
