In conformity with the Decree of the Presidium of the Supreme Soviet of the USSR of May 29, 1949 "On the age of children, who may be with their convict mothers in places of imprisonment," the Council of Ministers of the USSR decrees:

1. Require the MGB USSR to keep the children up to age two with their convict mothers in places of confinement in specially organized children's institutions of the GULAG of the MGB USSR.

Transfer children over age two to the custody of the convict mothers' close relatives, and in the event that there are no close relatives or that they refuse to take the children into their custody, transfer these children to the children's institutions of the Ministry of Health of the USSR or to the ministries of enlightenment of the union republics.

2. Require the Ministry of Health of the USSR and the ministries of enlightenment of the union republics to take into their children's institutions' custody children older than two whose mothers have been sentenced to confinement, if they have no close relatives who could take these children into their custody, or if these relatives refuse to take the children into their custody.
