After discussion of the military and international situation the administration [Central Committee of the Spanish Communist Party] believes it absolutely necessary to deploy a new campaign on a broader international scale to demand the withdrawal from Spain not only of the Italian troops but in particular of the weapons from Italy and Germany, which make up a real army for attacking and destroying the country, and one that is entirely foreign. If the issue of recalling the volunteers is resolved by a concession of the Franco belligerent side without Italy’s and Germany’s recalling their aviation, the military situation of the Republic will become considerably more serious.
