In connection with the events in Spain, the ECCI had sent from the USSR 589 members of fraternal Communist Parties, who had previously immigrated to the USSR for political reasons. The majority of them had worked as commanders and political workers of the International Brigades; some perished on the Spanish fronts. There are now 466 surviving volunteers in France. We have taken measures so that all the volunteers who can arrange to stay in other countries do not return to the USSR. There remain, however, some 300 volunteers who are under death sentences or are threatened with long-term prison sentences and therefore cannot return to their countries and cannot remain in other capitalist countries because of the danger that they will be handed over to their fascist governments. Moreover, these are people who have families in the USSR (203 persons) and who are also Soviet citizens (115 persons).
