The Russian government is taking a favorable position in regard to Germany and has on numerous occasions shown that it considers the measures taken by Germany in the war—the taking of Norway, Denmark and the entrance into Holland and Belgium—as necessary and proper. The Comintern, too, is avoiding any open attacks on Germany. In its press the Comintern is adapting to the present foreign policy of the Soviet Union and recognizes that Germany is waging a just war. This present position of the Comintern is only a declaration that its resistance to the Reich has remained unchanged and that it has only changed its method of work. In its organs it does not openly call for its supporters to struggle against National Socialism, but does so primarily in veiled form. 85
