For that purpose identify an appropriate leader of that service; select the most cultured and strongest Communists, who understand the international situation and who know Poland. Assign each of them individually a specific region of the country, where, with the assistance of Party comrades and patriots who are sympathizers and through other means, they should organize the gathering of reliable military and political information. In addition to accumulation of such information through the secret agents, make it your business to get information through other means; for example: organize the kidnapping of an important staff officer, a major Gestapo officer, and force them to talk. This can provide you with the means for further expansion of work and for obtaining better specific information. The entire intelligence service must be under your tight control.
